Kenneth Winston Starr is an American lawyer who served as a United States circuit judge and 39th solicitor general of the United States.

Starr was born on July 21, 1946, he died at the Baylor St. Luke’s Medical Center in Houston, Texas, from complications from surgery on September 13, 2022, at the age of 76

Starr served as a federal appellate judge on the U.S. Court of Appeals for the District of Columbia Circuit from 1983 to 1989 and as the U.S. solicitor general from 1989 to 1993 during the presidency of George H. W. Bush.
