According to the Sources, Ramsey County prosecutors filed homicide charges against 17-year-old Mekhi Speed, the cousin of 22-year-old Amir Locke, who was killed by Minneapolis police in a no-knock raid last week.

Otis Elder, 38, was charged with two charges of second-degree murder by Speed. According to one witness, the shooting may have been the consequence of a botched narcotics deal. At the site, cash and marijuana were discovered.

The Ramsey County Attorney’s Office arrested and accused Mekhi Camden Speed, Locke’s cousin, Otis Rodney Elder, 38, was shot and killed, and he was charged with two charges of second-degree murder.

Amir Locke’s 17-year-old cousin was arrested in Winona on suspicion of murdering a Minneapolis man in St. Paul on Monday afternoon.

Last week, Minneapolis police searched three downtown residences in conjunction with a homicide investigation in St. Paul, which led to a predawn raid in which Locke, 22, was shot and killed.

According to investigators, speed shared an apartment with his mother, Cheryl Chiquata Locke, in the downtown Bolero Flats building. Locke was killed at an apartment, which Speed’s brother and his girlfriend shared.

Minneapolis police inspected two of the locations and a third where Speed’s accomplice lived as part of the homicide investigation, according to the charging complaint.

According to body camera footage, officers silently enter the apartment with a key, then loudly shout a mishmash of commands, causing Locke to move on the couch. Locke was on the couch, wrapped in a blanket, holding a gun with his finger off the trigger.

Officer Mark Hanneman retaliated by shooting Locke three times in the chest and once in the wrist in a less than 10-second altercation.

Speed is currently being kept in the Ramsey Court Juvenile Detention Center, even though the state has already requested that the 17-year-old be prosecuted as an adult.

Speed is scheduled to appear in court at the Ramsey County Juvenile and Family Justice Center for the first time.
