There isn’t much in the way of clinical research into the relationship between Vaseline and the improvement of skin elasticity, but the evidence comes from a lot of experience from cutmen all over the globe that rely on Vaseline’s petroleum Jelly.
Cutmen still rely on Vaseline to this day, and without it would have a much harder time keeping cuts from opening and what would be glancing shots hitting and ripping.
There’s no evidence that it’s ever been banned in the world of boxing, but at the amateur level it’s still best to check.
With amateurs it depends on the boards rules regarding the usage of Vaseline. Instead of assuming one way or the other, it’s best to ask your local boxing organisation that deals with rules and regulations for your area.

What is vaseline used for in boxing?
It reduces friction between the opponent’s glove and the skin. What this means is that it reduces the severity of cuts to the skin in the course of the boxing match. A thin layer of Vaseline is therefore applied across the face before the beginning of the match.
A thin coat of vaseline is applied to their faces to make punches slip off more easily and in an effort to prevent cuts from happening more easily which could result in the fight being stopped. That way only punches that are going to directly land will cause or do damage while those others will more easily just slide or slip off.
Feel around your eye socket. The skin is very thin all the way around. And although a boxing glove offers padding for safety (this is more for the puncher’s hand than for the target), the flat surface of a glove gives it an impressive amount of friction to whatever it’s pressed against. And when that hits the eye socket the glove can essentially drag that thin flesh across the sharp edge of the eye socket bone that you just felt.
This is done to lessen the chance of getting the very deep cuts that can happen around the eye from a gloved punch.
I was told the reason is so that skin doesn’t get cut . Boxing gloves are usually leather, and the force of leather hitting skin in just the right angle can result in torn skin.
